All evidence must be submitted at the hearing before a Deputy Commissioner. The parties cannot submit additional evidence of the issues ligated because all appeals thereafter are “on the record,” i.e., just a review of initial hearing for possible errors of law. The Full Commission and Virginia Court of Appeals do not reverse factual findings regarding credibility or accept new evidence. Injuries reported on Monday alleged to have occurred on Friday
